THE IMPACT OF PRODUCT LABELING ON ECONOMIC SECURITY’ ENSURING IN RUSSIA

Abstract:
The ability to ensure and strengthen economic security in Russia is closely linked to the commodity market regulation. Leveraging product labeling helps to increase tax and other budget revenues at various levels, ensures supply chain transparency and allows to minimize amounts of counterfeiting. This study examines the impact of product labeling on Russia's economic security. The authors examine indicators characterizing the effectiveness of Russian customs authorities in identifying counterfeit goods, the direct impact of the national «Honest Sign» labeling system in terms of additional budget revenue, and the dynamics of the share of illegal trafficking in various commodity market segments. But, despite the steady increase in the number of product categories covered by labeling and the expanded use of individual product accounting, several problems of combating counterfeit goods remain unresolved. The parallel import mechanism also has a negative impact on economic security. Authors recommend to develop a new Strategy for Combating Illegal Circulation of Industrial Products until 2030, to accelerate the coverage of mandatory labeling in different segments of the commodity market where a high proportion of illegal circulation remains. It ins necessary to improve the protection of identification codes from counterfeiting, more widely use a permitting regime that excludes the possibility of selling low-quality goods through the retail network.
