EXPOSURE DEFICIT IN THE REGULATION OF CITIZENSHIP OF THE RUSSIAN FEDERATION

Abstract:
The institution of Russian Federation citizenship, its acquisition, and termination procedures are being analyzes. Recent changes in Russian Federation legislation in this area have been considered. New grounds for termination of Russian citizenship related to the commission of crimes have been studied in detail. The legal, social, and economic aspects of Russian Federation citizenship are explored. Factors influencing the grounds for termination of Russian citizenship have been identified. Measures are proposed to improve the efficiency of the procedures for acquiring and terminating Russian citizenship. Options for tightening the grounds for termination and acquisition of Russian citizenship have been considered. The effectiveness of using pre-judicial legal-technical mechanisms in the acquisition and termination of Russian Federation citizenship has been proven. The mechanism of transforming responsibility for administrative offenses has been established and studied, and a procedure for terminating Russian citizenship in case of repeated administrative offenses has been proposed. Proposals have been developed to improve legislation for effective counteraction to administrative offenses and crimes, including those committed repeatedly by persons who have acquired Russian citizenship. Distinguishing features of social and economic measures affecting individuals acquiring Russian citizenship have been identified. The issue of involving all state authorities in the implementation of the institution of citizenship of the Russian Federation has been addressed. Problems hindering the application of legislation in cases of termination of Russian citizenship have been identified.
