The analysis of the legislation of the Russian Federation is carried out, as a result of which the author's mechanism of compulsory seizure of a land plot from the rightholder is formulated. An amendment to the legislation has been proposed with the aim of stimulating work aimed at reducing the growth rate of problematic objects. An attempt of the author's understanding of the concept of «delaying the construction period» is made. The analysis of statistical data on corruption crimes in the construction sector is carried out. The assumption is made about the influence of a large number of bureaucratic procedures in the construction sector on the growth of corruption. The necessity of further investigation of corruption crimes in the land construction sector is indicated.
